The dealer hits soft 17 because the blackjack table is operating under an H17 rule: the dealer must draw on a total of 17 when an ace is still counted as 11. The dealer is not choosing to be aggressive and is not reacting to the players’ hands. The rule fixes the action in advance.
An equivalent table marked S17, or “dealer stands on all 17s,” stops on the same hand. S17 is the better rule for the player when the other conditions are identical.
Ace-6 is 17 with a safety valve
Ace-6 is the standard soft 17. The ace counts as 11, producing 17, but it can fall back to 1 if another card would otherwise make the total exceed 21.

On the first hit to Ace-6, no rank can bust the hand. A 2 produces 19; a 3 produces 20; a 4 produces 21. A 10 changes the ace to 1 and leaves a hard 17. Other cards may create a lower soft total that requires further draws. The dealer’s ability to take that extra card without immediate bust risk is why the rule is commercially attractive.
The dealer follows one of two fixed instructions
Blackjack procedures normally offer one of these rule packages:
- S17: draw until reaching any hard or soft 17 through 21.
- H17: draw until reaching a hard 17 through 21 or a soft 18 through 21.
Both instructions are deterministic. Once all players have acted, the dealer completes the hand under the posted option. A dealer who stands on Ace-6 at an H17 table has made a procedural error; a dealer who hits it at an S17 table has also made an error.
This is different from player strategy. A player may hit, stand, double, split, or surrender when the rules allow. The dealer has no comparable discretion.
Why the extra draw favors the casino
Hitting soft 17 does make the dealer bust slightly more often in the completed-hand distribution. That fact alone can make H17 look player-friendly. It is incomplete.
The extra draw also converts some soft 17s into 18, 19, 20, or 21. Those improvements overturn player hands that would have beaten a standing 17. Across all affected rounds, the value of those improved dealer totals is greater than the additional dealer busts. The net result is a higher house edge.
Consider a player holding 18 against dealer Ace-6:
- At an S17 table, the dealer stops at 17 and the player wins.
- At an H17 table, the dealer must draw. A 2 ties the player, while 3, 4, and some multi-card sequences can beat the player.
- The dealer may still finish below 18 or eventually bust, so H17 does not guarantee a dealer win. It changes the distribution over many rounds.

No first card busts Ace-6 because the ace can change from 11 to 1. Four ranks immediately improve the hand above 17, while several others create totals that continue drawing. The full result also depends on subsequent cards, which is why looking only at the first hit cannot establish the rule’s value.
The rule must be disclosed and applied consistently
Players should be able to identify H17 or S17 from the table sign, felt, electronic rules screen, or house rules. A property should not alternate the dealer’s action according to who is winning. If a rule package changes, the table must operate under the newly posted and approved condition rather than changing silently during a hand.
Operationally, H17 is easy to audit: surveillance and floor supervision can compare the dealer’s completed hand with the posted rule. The more subtle control issue is player communication. “Dealer stands on 17” can be misunderstood unless the sign says whether that includes soft totals.
What the rule costs in dollars
A commonly cited rule-value estimate is that H17 adds about 0.22 percentage points to the house edge compared with an otherwise identical S17 game. The exact value can move slightly with deck count and companion rules, so it should not be treated as the complete edge of every H17 table.
The additional theoretical cost can be estimated as:

The rule can change basic strategy
A basic-strategy chart is calculated for a specific set of rules. H17 changes the expected value of some close decisions, particularly against a dealer ace. The exact adjustments depend on whether surrender is offered, the number of decks, doubling rules, and other conditions.
That is why a chart labeled only “blackjack strategy” may be incomplete. Use one that matches H17 or S17 and the relevant deck and surrender rules. The reason fixed strategy works is explained in why basic strategy works.
How to compare two real tables
Prefer S17 when two tables otherwise match, but do not judge a blackjack game from this line alone. Check the complete package:
- Does a natural blackjack pay 3:2 or 6:5?
- Does the dealer hit or stand on soft 17?
- Can the player double after splitting?
- Is surrender available?
- How many decks are used?
- What minimum wager fits the session budget?
A low-minimum H17 table may be financially more suitable than an S17 table requiring a wager several times larger. Conversely, a table with S17 does not rescue a 6:5 payout. The payout difference is examined separately in 3:2 versus 6:5 blackjack.
A better rule can still be the wrong table for the bankroll
Rule value and wager size should be compared in dollars. Suppose an S17 table requires $50 while a nearby H17 table accepts $15. Even though S17 is mathematically better per dollar, the higher minimum can produce more expected loss per hour because much more money is being wagered.
