BOH 422: Electronic Table Games Operations

A casino-side operating guide to RNG, automated, and dealer-assisted electronic table games, from installation and monitoring to disputes, downtime, and floor performance.

Electronic table games, or ETGs, deliver roulette, baccarat, blackjack, craps, sic bo, and other table-game content through electronic player terminals. The outcome may come from a random-number generator, an automated physical device, or a live dealer serving many terminals.

That variety is why ETG operations cannot be managed as “just another slot bank” or “a table without chips.” The operating model determines who owns the game, which records settle a dispute, how surveillance covers it, what happens during a fault, and how performance should be measured.

First identify what kind of ETG is on the floor

The label ETG covers several materially different products.

A fully electronic blackjack game may be regulated and supported much like a gaming device. A dealer-operated stadium baccarat game still depends on live card handling, dealer procedure, surveillance, and table-game supervision. The property’s controls should describe the actual configuration rather than relying on a broad product name.

ETGs create a shared ownership problem

Traditional department lines are easy to understand: table games manage dealers and layouts; slots manage machines and attendants. ETGs often sit between them.

A workable ownership model names one accountable operating department and then defines support responsibilities.

The weakest model is informal ownership: everybody can touch the product, but nobody is clearly responsible for availability, controls, training, and disputed play.

The operating cycle begins before the first wager

An ETG should move through controlled stages from acquisition to retirement.

Product and jurisdiction review

The casino confirms that the game, software version, outcome device, peripherals, and proposed configuration are approved for the jurisdiction. Local classification matters. A regulator may treat one ETG as a gaming device and another as a dealer-operated table game.

Rules, theoretical return, optional wagers, limits, language, help screens, and responsible-gambling information should match the approved submission. Marketing material should not describe the product in a way that conflicts with the actual game.

Installation and acceptance

Acceptance testing should verify more than whether the screen turns on. The team should check:

  • terminal and central-system identification;
  • software and configuration versions;
  • date and time synchronization;
  • approved game rules and paytables;
  • minimum and maximum wagers;
  • ticket, cashless, or account transactions;
  • player tracking where used;
  • event and accounting communication;
  • last-game or game-history access;
  • surveillance views;
  • error messages and attendant calls;
  • recovery after loss of power or communication;
  • reporting and reconciliation.

The signed acceptance record should identify who tested each area and which unresolved items remain.

Controlled opening

Opening procedures confirm that the outcome source, player terminals, displays, printers, card or wheel components, and communication links are ready. Dealer-assisted systems also need the correct dealer station, shoe or wheel setup, game number, and betting-window status.

A terminal should not remain available when the casino cannot reliably settle wagers or reconstruct the last game.

Live monitoring

During play, staff monitor availability, error conditions, player confusion, bet-window behavior, ticket or account failures, and the condition of any physical outcome device. The system’s significant-event history is part of the operational evidence, not merely an IT log.

Closing, reconciliation, and change control

The end of a business period may involve meter capture, ticket or cashless reconciliation, terminal status checks, unresolved fault logs, and handover notes. Software, paytable, limit, or configuration changes should follow authorized change control and be verified before the product returns to normal play.

Bet acceptance is the center of many disputes

On a live roulette table, a dealer announces “no more bets” and visually controls the layout. On an ETG, the system decides whether a wager was accepted before the betting window closed.

The player may touch a betting area at the same moment the terminal locks. What matters is not the player’s intention or the animation on the screen. The review should establish:

  1. the terminal and game round;
  2. the wager selected;
  3. whether sufficient credits were available;
  4. the system timestamp for bet acceptance or rejection;
  5. the betting-window close time;
  6. the outcome and settlement record;
  7. any communication or terminal fault;
  8. what the player display showed.

Surveillance can confirm the player’s actions and the visible sequence, but the approved system record normally determines whether the wager entered the game. Staff should explain that distinction without implying that the player is dishonest.

A useful dispute note might say: “Terminal 18 displayed the selected wager, but the event history shows no accepted bet before round 004582 closed. Credits were not deducted. Video confirms the selection occurred after the countdown reached zero.”

Game history must be accessible and understandable

A reliable ETG operation can reconstruct recent play. Depending on the product and local rules, that may include the outcome, wagers, wins, credits, timestamps, terminal identity, and significant events.

The GLI-24 electronic table game standard describes technical controls such as synchronized clocks, significant-event histories, accounting information, error detection, and retrievable recent game history for systems without a live dealer. The document also states that jurisdictional public policy controls classification and approval. Dealer-controlled ETGs may fall under different standards and procedures.

Operationally, the casino should know:

  • who may access game history;
  • which identifier links the terminal to the round;
  • how long relevant records are retained;
  • how screenshots or exports are preserved;
  • which department gives the final player-facing decision;
  • how a disputed amount is adjusted when an error is confirmed.

The answer “the computer says so” is not adequate. Staff need a record they can interpret and a procedure they can explain.

Physical outcome devices add another evidence layer

Automated roulette, dice, or card mechanisms create a chain between the physical result and the terminal settlement.

The casino must distinguish among:

  • the result physically produced;
  • the sensor or recognition record;
  • the result transmitted to the central system;
  • the result displayed to players;
  • the wagers settled by each terminal.

A wheel may spin correctly while a sensor or communication component fails. A terminal can lose communication even though the central outcome remains valid. The incident procedure should say whether play stops, how the last valid round is identified, and who may return the system to service.

Dealer-assisted games add procedural controls. Cards or dice must be handled according to the approved game, the presenter must not reopen betting after closure, and the physical outcome must be visible enough for surveillance and system verification.

Surveillance coverage should reflect the configuration

A stadium game can involve a dealer station, physical outcome, dozens of player terminals, large displays, and cashiering or ticket functions. One camera angle rarely proves every part of a dispute.

Coverage planning should consider:

  • the dealer, wheel, shoe, dice, or card-reading area;
  • enough detail to identify the outcome;
  • terminal banks and player positions;
  • large displays and countdown information;
  • service access and cabinet openings;
  • ticket or cashless transactions where relevant;
  • blind spots created by signage, décor, or crowds.

Nevada’s current surveillance standards, for example, define electronic table games and include dealer-operated ETGs in table-game license categories. Requirements differ by jurisdiction, so the property’s surveillance plan must follow the local standard and approved game design.

Faults need categories, not one generic “machine down” label

Different faults require different responses.

The incident record should identify affected rounds and terminals, not simply the time a technician arrived. Before reopening, an authorized employee should verify that the fault is cleared, game history is intact, and the system is operating under the approved configuration.

ETG staffing is lower, not zero

ETGs can reduce direct dealer labor per player position, but they still need people.

A busy bank may require attendants who can explain rules, help with tickets or accounts, identify terminal faults, manage queues, and escalate disputes. Dealer-assisted systems need trained dealers or presenters and supervisors who understand both game procedure and system timing. Technical support must be available at a level appropriate to the product’s complexity and operating hours.

Staff training should include:

  • the difference among live, automated, and RNG outcomes;
  • how the betting window works;
  • where rules and paytables are displayed;
  • how to identify a terminal and round number;
  • which records may be shown to a player;
  • when to call surveillance, technical support, or management;
  • how to stop play without losing evidence;
  • responsible-gambling and customer-care procedures.

A staff member who only knows how to restart a terminal is not prepared to manage the game.

Performance needs more than total win

ETGs can look attractive because they offer many betting positions with fewer direct labor hours. Total win alone does not show whether the product is using floor space and capital effectively.

Terminal utilization

If 20 terminals are available for 10 hours, the bank provides 12,000 terminal minutes. If players occupy terminals for 4,800 minutes:

The result means 40% of available terminal time was occupied. It does not show wagering volume or profitability by itself.

Win per occupied terminal hour

If the bank wins $9,600 over 80 occupied terminal hours, the figure is $120 per occupied terminal hour. Managers can compare periods or configurations, but game mix, limits, promotions, and volatility must be considered.

Availability

A product with strong demand can still underperform if terminals, printers, or the central system are frequently unavailable.

Other useful measures include average wager, decisions per hour, theoretical win, actual win, ticket or account failures, dispute rate, repeat-player use, fault recurrence, and direct support cost. Compare ETGs with live tables only after accounting for labor, floor space, capital cost, vendor fees, and the player segment served. Floor placement changes who uses the product

An ETG bank hidden between unrelated machines may be invisible to table-game players. A stadium placed near live tables may capture players who want lower minimums or a faster seat. Automated games near the slot floor may attract players comfortable with tickets and touchscreens.

Placement decisions should consider:

  • sightline to the live outcome or main display;
  • walking traffic and entry points;
  • noise and announcements;
  • access for attendants and technicians;
  • surveillance coverage;
  • accessibility and seating;
  • proximity to cash, ticket, or account services;
  • whether the game competes with or supports nearby live tables.

The product should be marketed honestly. “Live roulette” should not be used for an RNG result, and a live dealer feed should not be described as though the player controls the pace individually.

A launch checklist for management

Before opening an ETG product, management should be able to answer these questions:

  • Is the exact game and configuration approved?
  • Which department owns daily performance and availability?
  • Are rules, limits, paytables, and outcome sources clear to players?
  • Can recent play be reconstructed by terminal and round?
  • Are clocks and records synchronized?
  • Does surveillance see the outcome, dealer process, and relevant player area?
  • Are ticket, cashless, and player-tracking transactions reconciled?
  • Is there an approved response for faults, interrupted rounds, and disputes?
  • Are software and configuration changes restricted and documented?
  • Are attendants, supervisors, surveillance, cage, and technicians trained?
  • Are responsible-gambling messaging and support consistent with the rest of the casino?
  • Does the performance report include utilization, availability, direct costs, and not only win?

The operational test is clarity under pressure

ETGs work best when the product is easy to understand during ordinary play and easy to reconstruct when something goes wrong.

A good installation can extend game availability, support lower limits, use labor efficiently, and give players another way to access table-game content. A weak installation creates ambiguous ownership, repeated downtime, unexplained outcomes, and disputes that no department feels responsible to settle.

The screen does not remove the need for casino controls. It moves those controls into software, event history, configuration, surveillance, and clearly assigned human decisions.

Play smart. Gambling involves real financial risk. If the game stops being entertainment, it's time to stop playing.
