Full-pay describes a recognized high-return paytable for a particular video poker game, not a promise that the player will win.

Full-pay describes a recognized high-return paytable for a particular video poker game. It means the important payout lines match the strongest commonly accepted schedule for that version. It does not mean every casino uses the term officially, that every full-pay game has the same return, or that a player is guaranteed to win.

The game title is only the label on the box. The paytable is the math.

Two machines can both say “Jacks or Better” while paying different amounts for a full house and a flush. The stronger version is commonly called full-pay. The weaker version may be called short-pay, reduced-pay, or simply identified by its numbers.

The best-known example is 9/6 Jacks or Better:

  • full house pays 9 for 1;
  • flush pays 6 for 1.

An 8/5 version pays 8 for a full house and 5 for a flush. The difference looks small on the screen, but those hands occur far more often than a royal flush, so the long-run return changes materially.

Full-Pay Is Variant-Specific

There is no universal full-pay row that applies to every game.

  • Full-pay Jacks or Better is usually identified as 9/6.
  • Full-pay Deuces Wild uses a completely different payout schedule because deuces are wild.
  • Bonus Poker, Double Bonus, Double Double Bonus, Joker Poker, and other families each have their own defining lines.
  • Progressive versions may add value through a growing royal meter, but only for the qualifying coin level and exact game.

A paytable can be “full-pay” within one family and still have lower return than another game family. The term compares versions of the same underlying game, not every machine in the casino.

How Return Is Calculated

Video poker return is not created by adding the visible payout numbers. Each possible final hand has a probability, and correct strategy changes those probabilities.

Expected return = Sum of (Probability of each final hand × Payout for that hand)

House edge = 100% - Expected return

A quoted return normally assumes:

  • the exact paytable shown;
  • the stated coin level;
  • optimal or near-optimal strategy;
  • a very large number of hands;
  • no mistakes, interrupted jackpots, or rule differences.

That is why “99.54% return” does not mean you will receive $99.54 back from each $100 session. It means that, under the stated mathematical assumptions and over enormous volume, the average return approaches that percentage.

A Practical Cost Example

Suppose one game returns 99.54% with perfect strategy and another returns 97.30%.

At $5 per hand for 500 hands:

  • coin-in = $5 × 500 = $2,500;
  • theoretical loss at 99.54% = $2,500 × 0.46% = $11.50;
  • theoretical loss at 97.30% = $2,500 × 2.70% = $67.50.

The difference in theoretical loss is $56 for the same amount of action. Actual results can be hundreds or thousands of dollars above or below those averages because video poker is volatile, but the paytable difference is real.

Maximum Coin and Royal-Flush Structure

Many traditional video poker paytables make the top royal-flush award disproportionately larger at maximum coin. A common structure might pay 250 coins for a one-coin royal but 4,000 coins for a five-coin royal.

That creates a separate decision:

  • Can you comfortably play the qualifying coin level?
  • If not, would a lower denomination at maximum coin be more suitable?
  • Does the machine use a modern equal-ratio paytable instead?

Never assume “full-pay” removes the need to inspect the royal-flush row. The return can change when the coin level changes.

Strategy Is Part of the Quoted Return

A good paytable can be weakened by poor decisions. The correct hold for one variant may be wrong for another because the values of flushes, straights, four of a kind, and wild-card hands differ.

Examples of strategy-sensitive choices include:

  • four cards to a flush versus a low pair;
  • four cards to an open straight versus high cards;
  • penalty-card situations;
  • breaking a made hand to chase a high-value draw;
  • wild-card holds in Deuces Wild.

The machine does not adjust the paytable because a player makes mistakes. The quoted optimal return assumes the right decision at every draw.

From the Casino Side

A casino may spread different paytables by denomination, location, promotion, machine bank, or player segment. A stronger paytable can still make commercial sense when it:

  • attracts knowledgeable repeat players;
  • creates higher occupancy or coin-in;
  • supports a marketing position;
  • anchors a video-poker area;
  • generates food, hotel, and loyalty activity;
  • is offered at a denomination that produces sufficient handle.

Managers should compare actual hold with theoretical hold over a meaningful sample. Short periods can be distorted by royal flushes, hand pays, limited volume, or a small group of skilled players.

Common Misunderstandings

“Full-pay means the player has an advantage.”

Usually not. Most full-pay games still have a small house edge under perfect strategy. A positive expectation may require a sufficiently high progressive meter, promotion, cash back, or other value—and all conditions must be counted correctly.

“Every 9/6 machine is identical.”

Not necessarily. Check the royal schedule, denomination, coin requirement, game rules, progressive meter, and whether the displayed paytable really matches the familiar version.

“A 1% difference is too small to matter.”

It is small on one hand and significant over repeated action. At $10,000 coin-in, one percentage point equals $100 in theoretical value.

“The return number predicts tonight.”

No. Return is a long-run average, not a session guarantee.

Hard Truth

Full-pay is valuable information only when you verify the exact paytable, use the matching strategy, and can afford the qualifying wager.

  1. Confirm the exact game family.
  2. Read every payout line, not just the title.
  3. Check full house and flush values where relevant.
  4. Check four-of-a-kind categories and kickers.
  5. Check the royal-flush payout at each coin level.
  6. Confirm whether the game is progressive.
  7. Use strategy for that exact paytable.
  8. Compare expected loss at your real bet and speed.

Is 9/6 Jacks or Better always called full-pay?

It is the standard classic use of the term, but labels are informal. Trust the numbers on the paytable, not a sticker or marketing phrase.

Can full-pay video poker still have large losing sessions?

Yes. Royal flushes and other high-paying hands create substantial variance. A strong return reduces long-run disadvantage; it does not smooth short-term results.

Does slower play improve the paytable?

No, but it reduces coin-in per hour. Lower action generally lowers expected loss per hour when all else stays equal.

Can a progressive make a short-pay game attractive?

Sometimes the meter can offset a weaker base schedule, but the calculation must include the exact meter, hit probability, qualifying bet, taxes, and strategy changes.
